Annotation: On February 19, 1942, Roosevelt authorized the Department of War to designate military areas and to exclude any or all persons from them. Armed with this power, military authorities immediately moved against Japanese aliens. Military authorities ordered the Japanese to leave, drawing no distinction between aliens and citizens. Forced to sell their property for pennies on the dollar, most Japanese Americans suffered severe financial losses.
