After 1900, African Americans made some genuine gains. Between 1900 and 1917, illiteracy fell by a third (to about 30 percent). The number of black-owned businesses rose from 20,000 to 40,000. Rather than serving a white clientele, African American businesses increasingly catered to the black community.
