Annotation: Even with high rates of unemployment during the 1930s, the number of labor union members dropped by 2 million (from 5 million a decade before to 3 million). President Roosevelt’s pro-labor stance led the way for Congress to pass legislation in support of unions. Laborers employed in the mass production industries, such as Steel, textiles, mining, and automobiles, benefited the most from the legislation. By 1940, union membership had risen to 9 million.
