To settle
the contested presidential election of 1876, Congress appointed a fifteen-member
Electoral Commission that decided Rutherford B. Hayes had carried South
Carolina, Florida, and Louisiana, thereby defeating his opponent, Samuel
J. Tilden, by a single electoral vote.
